Challenge 25 means asking anyone who looks under 25 for ID before selling them alcohol. It is not a law in itself — it is the retailing policy that protects you from breaking one.
The legal age is 18. The policy sets the challenge threshold higher so that staff have a margin for error, because judging age by sight is unreliable.
What is Challenge 25?
Challenge 25 is a policy under which staff request proof of age from any customer who appears to be under 25 when buying age-restricted products. If the customer cannot produce acceptable ID, the sale is refused.
It replaced the earlier Challenge 21 in most of the UK trade because a four-year buffer proved more reliable than a three-year one.
Is Challenge 25 a legal requirement?
No. Selling alcohol to under-18s is illegal, but Challenge 25 itself is a voluntary retailing policy. Many premises licences make it a condition, which turns it into a legal obligation for that site.
Check your own premises licence conditions. If Challenge 25 appears there, failing to operate it is a licensing breach independent of whether an underage sale occurred.

What happens if you sell to someone underage?
Penalties can include a fine for the individual who made the sale, a fine for the licence holder, and review or loss of the premises licence. Repeat breaches put the licence itself at risk.
The individual staff member can be personally liable, which is why documented training matters as much as the policy.
How should staff record refusals?
Keep a refusals log recording the date, time, product and reason for every refused sale. It is your evidence that the policy operates in practice, not just on a poster.
Licensing officers ask for this log. An empty log in a busy shop reads worse than no log at all.
What about energy drinks and other restricted lines?
Many retailers apply a similar challenge policy to high-caffeine energy drinks, which most major UK retailers voluntarily restrict to over-16s. There is no statutory age limit, but the retail convention is well established.
